Is this setting meant to prevent bot without reproduction genes to reproduce, like bots affected by Alzheimers?

no no no no no...
asexual means in this case, they have no gender...(though in general terms normally used to describe someone who isnt intrested in sex), in other words it means no mitosis (.repro) and only .sexrepro

Lol I'm working on a nnet bot with a very different neuron than anyone else that I believe that will give more flexibility much like real neurons so mine will learn
