Stop fucking with number bases. It's not funny and it's not clever.

13; 1*4^1 + 3*4^0 = 7
101; 1*4^2 + 0*4^1 + 1*4^0 =17
13; same as the first one
22; 2*4^1 + 2*4^0 = 10
9base10 is 21base4

Well, my point is that the formal proof of intelligence is not possible.  Therefore, you will have to believe that something is intelligent.
I was just answering the topic title. To be honest with you, I can't be bothered reading posts longer than four lines on this place anymore.

How are you going to judge your numbers 2 and 3?  Ask the creature?  What if it is programmed to answer whatever you consider to be "correct" answers.
It would have to be proved beyond resonable doubt. I'm not even going to pretend to know how to do that.

I'm simply saying; you'd have to convince me of those three before I would accept something as sentient. How you choose to prove it is up to you.

I'm going to back out now, before someone proves I'm just a figment of my own imagination.

Damn philosophy.

I'm not sure about intelligence, but I came up with three criterion for sentience off of the top of my head.

1) The being in question must be capable of abstract thought.
2) The being in question must be able to understand that it exists.
3) The being in question must be able to recognise itself as an individual entity.

Those might be a bit ambiguous...

How do you differentiate micro-evolution from macro-evolution though since macro is just a whole bunch of micros end to end?
If something tries to evolve beyond what God thinks it should, he SMITETH IT MIGHTILY, with VENGENCE!

EDIT: Second Opinion. Notice they took different axis, so it's a bit hard to compare how we think of them.

EDIT: MORE!

Fuck me. Labour is centre right. When it was founded at the turn of the century it was *the*socialist party, taking over from the Dems as the Opposition. They founded the NHS and shit, but had to undergo idealogical reform after a series of blunders in the seventies put the Tories in power for two decades. They're still fairly left wing, pumping money into education (they introduced top-up fees, though) and the health service, but have whole-heartedly embraced the capitalist movement.

And, to be quite honest, they're a damn sight more left than the Democrats (the US ones, useless bastards that they are).

And I think Gorden Brown (the Lord Chancellor) would gut you if you said he's lassiez-faire.

Manifesto.

Labour got in. But they only have a majority of 66 seats- very nearly a hung parliment, if the Tories don't shatter into a hundred pieces for losing. Lib Dem are up 12 and the Tories 46.
