Title: 10 in/out sysvars in 2.43.1e

Can't find the thread where this was requested, but 2.43.1e increases the number of .in and .out sysvars to ten each.

Is there a cycle system for refvals? making it so a bot can read from any given eye at once?

Do you mean .focuseye, or do you mean reading from different eyes in the same cycle?

Then no, there isn't a way to do that presently.  It's not technically impossible, but it would mean either some command to switch the focus eye, or having sysvars for every eye.  Either way, I'm not a fan of the idea.  I rather like that it takes a full cycle for a bot to look at something it saw in an off eye.
