Does a bot that doesn't use ties, but sticks together in an organized fashion eg. a jellyfish count as a multibot?

Nope.  The .multi sysvar will only go non-zero once a bot has one or more hardened ties.

Continue your goal, the touch sensor now works so a bot can communicate through touch, might be a faster way for large communication in a group.

OK, I built my first multibot  (http://www.darwinbots.com/Forum/index.php?showtopic=2697&pid=1375818&st=0&#entry1375818)  
It's a very stupid bot.
All it does is tie to everything it sees, and feed of non-conspec bots, then use Detonator's swarm concentration genes to make the organism concentrate near points of food.
