Title: A bug in cost settings in 2.48.8c

In the "increase by x nrg per cycle" field I can't set a new value. Tried to set it to 0.001 and clicked change. When I looked again it was back at 0.0001. Other than that it's been great!

Whoops, forgot to bump a counter so that current value gets displayed.  In 2.42.8c, you can change it and whatever you change it to will in fact get used, but when you re-load the costs dialog, 0.001 will get displayed no matter what you set it to beforehand.  Fixed in 2.42.8d or 2.42.9, whichever comes first.
