101; 1*4^2 + 0*4^1 + 1*4^0 =17
13; same as the first one
22; 2*4^1 + 2*4^0 = 10
9base10 is 21base4

I'm not sure about intelligence, but I came up with three criterion for sentience off of the top of my head.

1) The being in question must be capable of abstract thought.
2) The being in question must be able to understand that it exists.
3) The being in question must be able to recognise itself as an individual entity.

Those might be a bit ambiguous...

Fuck me. Labour is centre right. When it was founded at the turn of the century it was *the*socialist party, taking over from the Dems as the Opposition. They founded the NHS and shit, but had to undergo idealogical reform after a series of blunders in the seventies put the Tories in power for two decades. They're still fairly left wing, pumping money into education (they introduced top-up fees, though) and the health service, but have whole-heartedly embraced the capitalist movement.

And, to be quite honest, they're a damn sight more left than the Democrats (the US ones, useless bastards that they are).

And I think Gorden Brown (the Lord Chancellor) would gut you if you said he's lassiez-faire.

Labour got in. But they only have a majority of 66 seats- very nearly a hung parliment, if the Tories don't shatter into a hundred pieces for losing. Lib Dem are up 12 and the Tories 46.
