Truth is, Bear has almost no literary talent. He has good science in his books, I give him that. But the "fiction" part of "science fiction" is just not coming through...
We obviously have totally different tastes as you say. In all the Bear books that I have read, the characters seemed really vibrant.
I particularly liked "Forge of God" and "Anvil of Stars"
I checked out your wicki list of new wave authors. There are plenty there that I like.
Harry Harrison wrote some great future apocalypse stuff like "war with the robots"
I like Brian Aldiss (in fact I listed him in my previous post)
Ursula LeGuin is pretty good but has a rather unorthodox style.
I like pretty much every book written by Moorcock, especially the Elric series.
Robert Silverberg is also on the list.
