Waste should be okay, its not too easy to use as a weapon. All another bot has to do is shoot it off again.

Also, if an F3 bot wants to be F2 eligible, I'd say it can place those things in a gene that cannot possibly go off in F3. For example: SWARM 2.0 uses *.mkvirus delgene as a viral defense. Since there are no viruses in F3, it will never delgene in F3.

Virus for F2 is a bad example. But further, that seemed logical to me.
