1% might be too high for an energy transfer tax.  I'd need to either run or see some hypothetical situations played out and the costs associated with them.  The main gotcha is that most situations take place over several cycles, and a 1% tax per cycle might get too big too quickly.

Happy to change it of course.  0.1%?

Should we be consistant about the effeciency of nrg conversion?  Namely, do we want the same tax here as we have other places nrg is converted, such as converting nrg to body and vice versa?

I think so, tho I'd rather prefer it to be a curve.

Slow metabolism (low transfers/conversions) -> high efficiency
Fast metabolism (high transfers/conversions) -> low efficiency
