I don't think there is a translation I.e. it's not like there is some magic number or meaning that pops out.  It's just an equation, a rather simple and perhaps ill-formed one actually, but one that is supposed to look complicated and unless there is more to it, it doesn't provide all the information one needs to solve it.   The function f() isn't defined for example, much less f()' and you got me as to what the "->" is supposed to mean.  It was probably written by someone who doesn't even understand what they wrote.
